Sets a price floor while protecting against price drops in the national marketplace for fed cattle (1,000-1,600 pounds), feeder cattle (<1,000 pounds), and swine (unborn and fat hogs).

Covers acres used to feed livestock if area precipitation is lower than the historical average, causing a loss of forage for grazing or hay.
